The FEDERAL MINISTRY OF HEALTH AND SOCIAL WELFARE (FMOH&SW) is implementing an ambitious health sector transformation agenda through the Nigeria Health Sector Renewal Investment Initiative (NHSRII) and the adoption of a Sector-Wide Approach (SWAp) to improve coordination, efficiency, accountability, and health outcomes across the country.
The NHSRII serves as the Government of Nigeria’s flagship reform platform for strengthening primary healthcare, improving maternal, newborn, child, adolescent and elderly health outcomes, expanding financial protection, strengthening governance and accountability systems, and accelerating progress toward Universal Health Coverage (UHC). The reform agenda is supported by multiple government institutions, development partners, donors, and implementing entities operating across federal, state, and local government levels. The Government has received financing from the World Bank and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
* Establish a pool of qualified individual consultants with demonstrated expertise in priority health sector reform areas.
* Provide a flexible mechanism for rapid mobilization of technical assistance.
* Strengthen implementation of NHSRII priorities and Annual Operational Plans (AOPs).
* Support delivery of health sector reform milestones and HOPE PHC Disbursement Linked Indicators (DLIs).
* Enhance institutional capacity across federal, state, and local government institutions.
* Improve alignment, coordination, quality, and accountability of technical assistance delivered under the SWAp framework.
* Strengthening sustainability of reforms through knowledge transfer and institutional strengthening.
